The HSA Home Warranty team is pleased to present our comprehensive plans for managing new federal requirements regarding 13 SEER and 7.7 HSPF. In an age when others are just meeting minimum standards, we are exceeding your expectations and maximizing the effectiveness of the HSA home warranty contract.

New Federal Requirements
Effective January 23, 2006, federal law mandates that manufacturers cease production of air conditioning systems that have energy ratings less than 13 SEER and heat pump systems with ratings less than 7.7 HSPF. SEER (Seasonal Energy Efficiency Ratio) ratings are calculations that measure the cooling output of an air conditioning system. HSPF is a calculation that measures the efficiency of the heating output of a heat pump. The more energy efficient the air conditioning equipment or heat pump is, the higher the SEER/HSPF rating.

Although cooling systems rated below the new rating level are still legal and can be repaired, or even replaced, with lower rated parts until supplies are no longer available, we still need to be prepared for the effects these requirements will have on homeowners.

HSA is doing what's right.
HSA will be releasing new products during first quarter 2006 that will specifically address the new federal requirements for manufacturers. Existing contract holders will be renewed to the improved product upon expiration.

Under the new product, when an air conditioner or heat pump fails and it's not possible to repair it, and/or we no longer have access to like-SEER/HSPF equipment, HSA will replace the broken-down system with equipment that meets 13 SEER/7.7 HSPF requirements.

But we don't stop there. Our solution includes utilizing a TX valve or replacing the coil/air handler and line set to match the SEER/HSPF rating of the replaced equipment. In addition, HSA is offering homeowners the opportunity to purchase a valuable upgrade package that would include modifications that are necessary to fit the new equipment to the existing space.
